dc.description.abstractOver the last few years reforms of the Norwegian system of municipal government have been implemented on a broad scale. The background of these reforms has been a general dissatisfaction with sector-based organization and a lack of cooperation between the various sectors. In municipal government new cooperation models, such as the function model, the area model and the inter-municipal cooperation model have been tested. Today each municipality is free to choose which model best suits its own needs and interests. The cultural field is complex and has diffuse borders. These new multi-sectorial models are therefore well suited for the cultural sector. However, all of these models represent dilemmas, and in particular the area model. A consequence of this model is that the cultural sector in municipal government and in the budget system will probably be more integrated in other sectors, and thus become more invisible. It will also most likely lead to a decrease in funding. In spite of this, this essay argues for a municipal area model as a starting point for organizing the cultural administration. An area model is more in harmony with the national goals for cultural policy, which are to develop a local cultural administration for cross-sectorial cooperation between culture and other sectors. However, this area model must be supplemented with models on a higher administrative and geographical level in order to offer the local population cultural activities at a high professional level.
