Abstract

I denne masteroppgaven undersøker jeg karriereveiledning i NAV gjennom en kvalitativ diskursanalyse av NAVs virksomhetsstrategi. Ved å anvende Carol Bacchis (2009) sin metode “What’s the ‘Problem’ Represented to be” har jeg undersøkt hvilke problemrepresentasjoner som kommer frem av dokumentet, og hvilke konsekvenser disse kan ha. Gjennom analysen, gransker jeg teksten i dokumentet, men ser også på bakenforliggende dokumenter og historisk utvikling.

For å drøfte resultatene har jeg brukt Sultanas diskurser for karriereveiledning som teoretisk rammeverk i analysen. Sultana (2018) identifiserer tre grunnleggende diskurser om karriereveiledning; en samfunnsøkonomisk, en humanistisk og en frigjørende diskurs. Funn i analysen tyder på NAV sin virksomhetsstrategi i hovedsak er preget av en samfunnsøkonomisk diskurs, men med noen humanistiske elementer. Den frigjørende diskursen er mindre synlig.

Dersom karriereveiledning i NAV settes inn i en lignende diskurs, vil det ha konsekvenser for den veiledningen som utføres. En samfunnsøkonomisk diskurs finner man også igjen i et nyliberalistisk perspektiv, som blant annet kan bidra til å styrke fokuset på samfunnsøkonomisk konkurranse, og individualisering av samfunnsproblemer. Gjennom perspektiver fra teorier hentet fra frigjørende og bærekraftig veiledning, argumenter jeg for at karriereveiledning med sine metoder og verdier kan bringe inn nye perspektiver, og at en slik bærekraftig veiledning kan være en del av løsningen.

In this master's thesis, I examine career guidance in NAV through a qualitative discourse analysis of NAV's strategy. By applying Carol Bacchi's (2009) method "What's the 'Problem' Represented to be", I have examined which problem representations emerge from the document, and what consequences these may have. Through the analysis, I investigate the text in the document, but also look at underlying documents and historical development.

To discuss the results, I use Sultana's career guidance discourses as a theoretical framework in the analysis. Sultana (2018) identifies three basic discourses on career guidance: a technocratic, a humanistic and an emancipatory discourse. Findings in the analysis indicate that NAV's strategy is mainly characterized by a technocratic discourse, but with some humanistic elements. The emancipatory discourse is less visible.

If career guidance in NAV is seen in a similar discourse, there will be consequences for the practiced guidance. A technocratic discourse can also be found in a neoliberal perspective, which among other things can contribute to strengthening the focus on socio-economic competition, and individualization of social problems. Through a perspective on theories derived from emancipatory and sustainable guidance, I argue that career guidance with its methods and values can bring in new perspectives, and that such sustainable guidance can be part of the solution.
