Liaisonfunksjonen i organisatorisk kontekst

Abstract

Temaet for denne oppgaven er liaisonfunksjon og studien tar for seg hvordan denne funksjonen fungerer ved et interorganisatorisk samarbeid, spesielt i forbindelse med Direktoratet for samfunnssikkerhet og beredskap. Selve formålet med studien er å få bedre innsikt rundt hva som ønskes oppnådd fra funksjonen og hvordan funksjonen er organisert. Forhåpentligvis kan undersøkelsen bidra til en bredere forståelse av hvordan organisasjoner bedre kan dra nytte av liaisonfunksjonen.

Problemstillingene som søkes svar på ved undersøkelsen er følgende:

1. Hvordan fungerer liaisonfunksjonen med hensyn til formålet om å sikre interorganisatorisk samarbeid og samvirke i statlig beredskapsarbeid?

a) Hvordan er liaisonfunksjonen organisert?

b) Hva slags erfaring med utveksling av liaison mellom DSB og andre organisasjoner har informantene?

c) Hva er kritiske forutsetninger for at liaisonfunksjonen skal fungere som forutsatt?

Tidligere forskning om liaisonfunksjonen indikerer at noe av utbyttet ved rollen er at informasjonen flyter bedre i de tilfellene organisasjoner velger å sende eller motta liaison. I studien vil empiri fra intervjuer og interne dokumenter fra Direktoratet for samfunnssikkerhet og beredskap, fremstilles sammen med Nasjonal veileder for liaisonfunksjonen og tidligere forskning. Deretter vil disse diskuteres i lys av ulike teorier som tar for seg organisasjoner og relasjoner dem imellom. Ett av hovedfunnene ved undersøkelsen, er at liaisonfunksjonen fungerer som en informasjonsbærer og letter informasjonsflyten med hensyn til interorganisatorisk samarbeid.

The theme for this thesis is the liaison function and the study addresses how this function works in an inter-organizational collaboration, especially in connection with The Norwegian Directorate for Civil Protection (DSB). The very purpose of the study is to gain better insight into what is desired to be achieved from the function and how the function is organized. Hopefully, the study can contribute to a broader understanding of how organizations can better benefit from the liaison function.

The issues that are sought to be answered in the survey are the following:

1. How does the liaison function work regarding the purpose of ensuring interorganizational co-operation and co-operation in state emergency preparedness work?

a) How is the liaison function organized?

b) What kind of experience does the informants have with the exchange of liaison between DSB and other organizations?

c) What are the critical prerequisites for the liaison function to function as intended?

Previous research on the liaison function indicates that part of the benefit of the role is that information flows better in those cases where organizations choose to send or receive liaison. In this study, empirical data from interviews and internal documents from The Norwegian Directorate for Civil Protection, will be presented together with the National guide for the liaison function and previous research. These will then be discussed in the light of various theories that address organizations and relationships between them. One of the main findings of the study is that the liaison function acts as an information carrier and facilitates the flow of information with regard to interorganizational cooperation.
