dc.description.abstractThis thesis considers the influence that the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions had on the development and implementation of a National Culture Policy in Zimbabwe. Based on document analysis and interviews with stakeholders in Zimbabwe, it is argued that the Convention has influenced the formulation and adoption of a National Culture Policy. However, the relevance of the National Culture Policy is questioned, as it has not been translated and implemented into statutory instruments. Without implementation of policy measures, it is argued that the ratification of the Convention remains a symbolic act, and that Zimbabwe’s National Culture Policy does not currently respond to the full spirit of the Convention. By 2015, only 15 out of 54 African countries had officially adopted a national culture policy. This thesis considers possible reasons for limited adoption of national cultural policies, despite a greater number of African countries having signed the Convention.
