Bedre innhold i barnehagen. Slik læring blir konstituert i Meld. The concept of learning has received increased attention in the field of Early Childhood Education and Care (ECEC) in the latest 10 years. A year ago White Paper no. 19 (2015-2016) - A time for playing and learning was published. This document has legal influence on the national ECEC curriculum, therefore it is of great importance for the ECEC field. The purpose of this study is a critical investigation of the concept of learning in White Paper no. 19 (2015-2016) according to democratic values. The study is based upon Fairclough´s method of critical discourse analysis which provides analytical conceptions in order to identify discourses and strategies. The results from the analysis is further discussed on the basis of Biestas concept of education in which education is being constituted of three functions: qualification, socialization and subjectification. The study identify a quality discourse, which is also to be seen as a dominant social practice. In addition to the quality discourse two other prominent discourses are identified: a discourse of schooling and a discourse of special needs. The discussion shows that there are several tensions and conflicts between the discourses and the purpose of education. The concept of learning as it has been constituted in the White Paper no. 19 reveals several challenges in order to bring this concept in accordance with the purpose in the Act on Day Care Institutions.nb_NO
