Antal ord: 23853 Søgeord: co-creation, co-production, participation, municipality, health promotion, empowerment Formål: Hensigten med masterafhandlingen er at bidrage til udvikling af sundhedsfremmende praksis, som har blik for kompleksiteter, kontekst og subjekt i relation til kommunal samskabelse. Tema: Hovedfokusset i afhandlingen er borgermedvirkning på organisatorisk niveau. Dette belyses ud fra forskellige perspektiver på borgermedvirkning i forbindelse med samskabelsesprocesser når der etableres nye borgertilbud indenfor kommunal sundhedsfremme. Herunder hvordan borgermedvirkning forstås, hvilken betydning det har og hvilke forudsætninger, der ligger til grund for at det skal kunne finde sted. Teori: Opgaven tager udgangspunkt i forskellige teorier knyttet til empowerment og samskabelse. Herunder bl.a. teorier om social kapital og capacity building. Metode: For indsamling af datamaterialet studiet baserer sig på, blev der benyttet kvalitativ dataindsamlingsmetode, i form af semistrukturerede individuelle- og gruppeinterview. Dataene, der kom frem ved undersøgelsen, stammer fra borgere og ansatte, der alle sammen deltager i samskabelsesprocesser, i en mindre dansk kommunes sundhedsafdeling. Konklusion: 4 hovedtemaer kan identificeres som bemærkelsesværdige ud fra erfaringerne med borgermedvirkning på organisatorisk niveau: den ekstra dimension, fundamentet for det sunde samarbejde, bedre sammen end hver for sig og organisatoriske anliggender. Disse danner tilsammen et billede, af kommunale samskabelsesprocesser, som givende på både personlige, organisatoriske og styringsmæssige parametre. De belyser også hvilke udfordringer, der kan være i forbindelse med borgermedvirkning og samskabelse og hvilke forhold der kan ligge til hinder for implementering af samskabelse og dermed kommunal og lokal sundhedsfremme. Særligt begreberne transparens og forventningsafstemning blev trukket frem som essentielle for konstruktive og bæredygtige samarbejder mellem kommune og civilsamfund.

Number of words: 23853 Keywords: co-creation, co-production, participation, municipality, health promotion, social capital, empowerment Purpose: The intention of this study is to contribute to the development of a health promoting practice, which relates to complexities, context and subject in relation to municipal co-creation. Theme: The focus of this study is citizen participation on organizational level. This is being illuminated from different perspectives on citizen participation in connection with co-creation processes when new citizen offers within municipal health promotion are being established. This also includes how citizen participation is understood, of which importance it is and what underlying prerequisites are necessary for it to take place. Theory: The thesis is based on various theories linked to empowerment and co- creation. Including e.g., theories on social capital and capacity building. Method: For gathering of the data material, on which the study was based, a qualitative method was used. This in the form of semi structured individual- and group interviews. The data emerged, originated from citizens and employees all participating in co-creation processes, in the health department of a smaller Danish municipality. Conclusion: 4 main themes are identified as remarkable based on the experiences on citizen participation on organizational level: the extra dimension, the foundation of healthy cooperation, better together than separate and organizational matters. These themes create a picture on municipal co-creations processes as rewarding on both personal, organizational, and structural parameters. They also illuminate what kind of challenges are to be expected in citizen participation and co-creation and what kind of circumstances possibly being obstacles for the implementation of co-creation and thereby municipal and local health promotion. Especially the concepts of transparency and expectations alignment are highlighted as essential for constructive and sustainable cooperation between the municipality and civil society.
