Frivillig innsats. Mål og mening

Abstract

NORSK SAMMENDRAG: Dette forprosjektet er gjennomført på oppdrag fra Frivillighetens samarbeidsorgan – FRISAM, som ønsket å få utredet behovet for formell kompetansegivende utdanning for frivillig sektor på høgskolenivå. Rapporten er skrevet med bakgrunn i stortingsmeldinger og utredninger, tilgjengelige dokumenter og rapporter om emnet, kontakt med sentrale miljøer og enkeltpersoner og eksisterende studietilbud på nasjonalt nivå. Behovet for kompetanseutvikling og videreutdanning innenfor frivillig sektor er formidlet til FRISAM både fra medlemsorganisasjonene i FRISAM kontaktforum, og fra daglige ledere og styrerepresentanter i frivillighetssentralene. Samtidig er tverrfaglig handlingskompetanse innenfor og på tvers av offentlig, frivillig og privat sektor etterspurt i flere dokumenter og offentlige utredninger fra ulike departement. Målgruppen for eventuelle nye studietilbud er i utgangspunktet FRISAM kontaktforums medlemsorganisasjoner og tilsatte, og tillitsvalgte knyttet til frivillighetssentralene. Dersom det utvikles nye studietilbud, vil disse også ha relevans for et bredt spekter av andre aktører innenfor frivillig sektor. Gjennom arbeidet med rapporten er det også avdekket behov for å kunne gi sentrale aktører i offentlig sektor et opplæringstilbud knyttet mot utfordringer i frivillig sektor, bl.a. for å oppnå sentrale mål formulert i en rekke offentlige meldinger og utredninger. I tillegg til rapportens mål om å avdekke eventuelle behov for kompetansegivende utdanning og synliggjøre eksisterende relevante tilbud, peker rapporten også på sentrale temaområder for slik utdanning. For det videre arbeidet foreslås det et tett samarbeid mellom utvalgte høgskoler og FRISAMs regioner for nettverkssamarbeid mellom frivillighetssentralene. Rapporten foreslår også et nært samarbeid mellom FRISAM og FRISAMs søsterorganisasjoner i de nordiske landene i samarbeid med universitets- og høgskolesektoren, for å utvikle et nytt fagfelt knyttet til frivillig sektor. Frivillig og frivillig sektor er begreper uten lang tradisjon i norsk språk og offentlighet. I Norge snakker vi like gjerne om folkelig engasjement, dugnad, kulturarbeid, folkeopplysning, fellesskap og lignende, som frivillig arbeid. Begreper som frivillig sektor og frivillig arbeid er hentet fra forskning og utredninger utenfor Norden, helst i USA og Europa. Men de frivillige organisasjonene har ikke hatt samme status og rolle som samfunnsdeltakere og samfunnsbyggere i disse landene som i Norge. I tillegg til etablering av studietilbud med fokus på frivillig sektor er det derfor også behov for å utvikle et fagfelt med felles begrepsapparat med utgangspunkt i norske og nordiske frivillige organisasjoner og strukturer, og som kan gi gjenklang i folks beskrivelse og opplevelse av egen frivillig innsats. Utredningen konkluderer med følgende anbefalinger til FRISAM for videre arbeid: Det anbefales at FRISAM sentralt tar kontakt med Høgskulen i Volda med tanke på et utdanningssamarbeid for frivillig sektor i løpet av studieåret 2003-2004. Målsettingen med denne kontakten er i første omgang en tilrettelegging av relevante eksisterende deltids etter- og videreutdanningsTelemarksforsking- Notodden 6 tilbud innen ledelse, planlegging og forvaltningsfag for studenter fra frivillig sektor. Det anbefales at FRISAM sentralt, sammen med regionsnettverkene for frivillighetssentralene initierer et utdanningssamarbeid med Høgskulen i Volda, Høgskolen i Bodø, Høgskolen i Lillehammer og Høgskolen i Telemark med tanke på regionvis utvikling av nettbaserte deltidsmoduler tilpasset behov i frivillig sektor, der frivillighetssentralenes regionale nettverkskonferanser kan inngå som fellesarena for studiesamlinger. Det anbefales at FRISAM med basis i regional studieutvikling av deltidstilbud for frivillig sektor sammen med Høgskulen i Volda, Høgskolen i Bodø, Høgskolen i Lillehammer og Høgskolen i Telemark, tar initiativ til å utvikle et nasjonalt utdannings- og FoU-nettverk på området. Det anbefales at FRISAM tar kontakt med sine nordiske søsterorganisasjoner med tanke på felles satsing på et FoU-samarbeid med nordiske universitets- og høgskolemiljø for å få utviklet et felles nordisk fagområde om og for frivillig sektor i Norden. Det anbefales at FRISAM tar kontakt med Kommunenes Sentralforbund for å drøfte felles kompetansebehov i forhold til samhandling mellom lokal frivillig og offentlig sektor.

ENGLISH SUMMARY: The present pilot project was commissioned by FRISAM (Frivillighetens samarbeidsorgan – Voluntary associations’ cooperative organ), to investigate the need for formal education at tertiary level for the voluntary sector. The report has been written on the basis of Parliamentary Reports (Stortingsmeldinger) and formal investigations, available documents and reports on the theme, contacts with key communities and individuals, and a mapping of existing study opportunities on the national level. The need for competence development and further education in the voluntary sector has been presented to FRISAM both from its member organizations and in FRISAM’s contact forum, as well as from managers of day-to-day activities and board members of the Voluntary Centres (Frivillighetssentralene). At the same time, cross-speciality executive competence within and across public, voluntary and private sectors has been asked for in several documents and formal investigation papers by various government departments. The target group for possible new study offers will, as a point of departure, be member organizations and employees of FRISAM, and elected employee representatives connected with the Voluntary Centres. If new studies are developed, they will be relevant also for a broad spectrum of others, active within the voluntary sector. Through our work on the report, we have also discovered a need for giving key personnel in the public sector a study opportunity directed at challenges within the voluntary sector, among other things to achieve the stated aims of a series of public reports and investigations. In addition to the report’s aim of identifying possible needs for formalized education and clarifying the existence of relevant opportunities for study, the report also points out central thematic fields for such education. As for the further development work, we propose a close cooperation between selected University Colleges and FRISAM’s regional networks for the Voluntary Centres. The report also proposes a close cooperation between FRISAM and its sister organizations in the Nordic countries in cooperation with tertiary institutions of education, in order to develop a new specialist field connected to the voluntary sector. Voluntarism/volunteerism and voluntary sector are concepts without a long tradition in Norwegian language and public consciousness. In Norway we just as well talk about popular engagement, neighbourly assistance, cultural activities, popular enlightenment, community spirit, and similar concepts when discussing “voluntary work”. Concepts like “the voluntary sector” and “voluntary work” have been borrowed from research and reports from outside Scandinavia, particularly the US and Europe. But the voluntary organizations have not had the same status and role as social participants and society-builders in those nations. In addition to establishing a study opportunity focusing on the voluntary sector, it is therefore also necessary to develop a field of study with a shared set of concepts based on Norwegian and Nordic voluntary organizations and structures, that can also echo people’s own descriptions and experiences of their own voluntary efforts. The report concludes with the following recommendations: Telemarksforsking-Notodden 8 We recommend that FRISAM at the national level contact Volda University College (Høgskolen i Volda), with the aim of educational cooperation for the voluntary sector, in the course of the academic year 2003-2004. The aim of this is initially an adaptation of relevant existing part-time further/ higher educational programmes within leadership, planning and management subjects, for the benefit of students from the voluntary sector. We recommend that FRISAM at the national level, together with the regional networks for the Voluntary Centres, initiate an educational cooperation with the Colleges of Volda, Bodø, Lillehammer and Telemark with the aim of a regionally based development of web-based part-time modules, adapted to the needs of the voluntary sector, where the regional network conferences of the Voluntary Centres can serve as a common arena for on-campus study sessions. We recommend that FRISAM, on the basis of regional part-time study developments for the voluntary sector take an initiative to develop a national educational and R&D network, in cooperation with the Colleges of Volda, Bodø, Lillehammer and Telemark. We recommend that FRISAM contact its Nordic sister organizations to make a common effort towards R&D cooperation between Nordic tertiarylevel institutions, in order to develop a common Nordic specialty field about and for the voluntary sector in the Nordic countries. We recommend that FRISAM contact the National Association of Norwegian Municipalities (Kommunenes Sentralforbund) to discuss shared needs for increased competence in relation to the interaction between local voluntary and public sectors.
